As of OpenBSD 4.6 it is enabled by default.

Editing the rc.conf file

pf_enable="YES"

Through the use of sysrc

sysrc pf_enable="YES"

Con el comando Enable, load from file.

sudo pfctl -ef /etc/pf.conf.

If it is already enabled:

pfctl: pf already enabled
