PF since version 4.1 of OpenBSD maintains the status of connections made. In this way it facilitates the application of rules and policies, in addition to speeding up searches since searching in the state table is noticeably faster than in the rules.

The no state directive overrides this condition and does not maintain the state table associated with the traffic of the rule that implements it.
